The terrorist attacks have opened a new phase in the relations between Moscow and Washington. After years of cool atmosphere the Russian government is making efforts to become a good friend.

It is absurd that the Bush administration wants to end terrorism by enhancing violence and opression. Terorism is not the disease but is a symptom.
