The study investigates how power relations influenced governmental structures between 1988 and 1994. The author explaines the institutional changes following the disintegration of the one-party state then the main features of the governmental structures of the 1990-1994 period and finally, those created by the coalition of Socialists and Free Democrats.

The well-known author looks back on the ideas and activities of left-wing Transylvanian Hungarians. He outspokenly criticises his early dogmatism as well as the monstrous alliance of Stalinism and Romanian nationalism.
