Hungary and the IMF

A double edge study, criticising, on the one hand, those considering the contracts between the IMF and Hungary a relationship free of politics and dependency, and, on the other hand, those who claim that the subordination of Hungary to external financial conditions represents some kind of conspiracy against the Hungarian nation. The author describes the evolution of the relationship between Hun­gary and the Fund, and reflects on the literature on external in­debtedness.

Maquiladora

A Maquiladora vagy Maquila üzemek olyan „off-shore" tevékenységeket végeznek, amelyek keretében korlátozás nélkül importálhatnak Me­xikóba nyersanyagokat és alkatrészeket, hogy ott azokat feldolgozzák, majd pedig exportálják az USA-ba.

Először a kelet- és délkelet-ázsiai „tigris-or­szágokban" jelentek meg ilyen üzemek, és á résztvevő vállalatok döntő többsége külföldi, je­lesül amerikai tulajdonban volt. Mexikóban 1965-bén indult be egy kormány által támogatott kezdeményezés, amely az USA határterületére koncentrálódott.

A maquiladora program gyors expanziója 1982-ben, a mexikói adósságválság, a peso leértékelése és a reálbérek hirtelen esése nyomán kezdődött meg. Az ezekben az üzemekben fog­lalkoztatottak száma az 1982-es százhuszonhá­romezerről majdnem félmillióra emelkedett 1991-re, és az évszázad végéig elérheti a három­milliót is. A nyolcvanas évek végére a maquiladora szektor termelte az ország feldolgozóipari exportjának kb. egynegyedét. 1991-ben az USA 7,25 milliárd dolláros értékben importált Mexi­kónak ettől a szektorától.

A 70-es évek eredetileg kisméretű, szinte ki­zárólag nőket foglalkoztató üzemei mostanra megnőttek, a női munkások aránya ötven száza­lékra esett vissza. A jelentősebb multinacionális vállalatok nagyobb hangsúlyt helyeznek a tech­nikailag igényes termékekre és a hibamentes be­szállítói rendszerre. A kereskedelem jelentős ré­sze cégen belül, vagy egyazon multinacionális társasághoz tartozó egységek között bonyolódik. A határtól távolabbra is telepítenek üzemeket, mint például a Nissan hatalmas aguascalientesi motorgyárát.

Jelenleg a közlekedési ipar (mégpedig főleg autógyártás) a legnagyobb munkaadó több mint száztízezer alkalmazottal, ezt követi az elektro­nikai ipar több mint százezer, és a textilipar kb. negyvenötezer fővel. Összesen kétezer ilyen üzem működik.

A nyolcvanas évek közepére – az amerikai AFLCIO szakszervezet akkori becslése szerint – közvetlenül háromszázezer, közvetve pedig több'" mint egymillió állást telepítettek át az USA-ból Mexikóba. A mexikói kormány a maga részéről azt állította, hogy az USA negyvennégy államá­ból ötezer cég szállít nyersanyagot Mexikóba. Egy újabb és pontosabb felmérés szerint az el­múlt évtized folyamán kétszázötven munkahely kb. százezer dolgozója nézhette végig, amint ál­lását áttelepítik Mexikóba.

A NAFTA, a GATT és a vámtarifák csökken­tése nyomán a mexikói feldolgozóipar „kompa­ratív előnye" még inkább az alacsony bérköltsé­gekre fog korlátozódni. Meg fognak szűnni a maquiladora feldolgozóipar vámjellegű előnyei.

Debt and war in Yugoslavia

An unreported factor of the causes of the Balkan war is the foreign indebtedness of Yugoslavia. Since the early 1970s, the debt prob­lem, along with the cures recommended by the IMF, regenerated the differentiation between different regions of the country, and led to an unresolvable distributional conflict between the republics. The final result could not be else but the break-down of the Yugoslav economy, and the break-up of the federal stat.

As we have promised earlier one of the main topics of this issue of Eszmélet is social policy looking at it both from theoretical-methodological and practical point of view focusing on Hungary. A different group of articles analyse the comprehensive and principal questions of historical development beginning form early periods up to the postmodern approach to history. Several studies examine the validity and perspectives of the different models of the capitalist society developed so far. Readers certainly will find interesting the presented dilemmas and efforts of the political left concerning the horrific events in former Yugoslavia and in Russia.
